South Africa, Tsotsi and Oscar: A Long Term Perspective

The 2006 the Best Foreign Language Film Oscar Academy Award went to South Africa, and Africa at large. Based on a novel, Tsotsi is story of a township gangster in South Africa. At large, the award was not a surprise for South Africans, because last year (2005) a South African movie, Yesterday, was also being nominated for Oscar, however was unsuccessful.

Africa at large and South Africa in particular have been suffering a rate of violence crime that has been increasing, not least last five years. Put simply, this ranges from hijacking cars, breaking houses and robbery. Government is trying to prevent crime but its efforts are, in best term, worthless. Police forces enjoy no legitimacy in the eyes of public. Society does not trust them, but as they do private security companies. It is normal to see everyday a security company existing. If not solved, with a worsening and complicating situation, South Africa is heading toward a cul-de-sac.

South African society has inherited a complex social (in)security from apartheid era. Until a decade ago, society was defined in accordance with people’s race. The role of people in society was defined on the base of, not what they could achieve or could not, but what their ‘skin’ colour was. Apartheid era, which represents a period of huge human rights abuses, left an undeniable imprint on South African society, whites and blacks alike.

South Africa has deep problems. Rape and crime is the never-changing headlines of the newspapers and prime-time TV news. Society read and listen crime stories everyday; children grow by listening hijack stories of their 'brothers'; and people afraid of walking on the street because of crime; all of which do not exaggerate the main problem of South Africa, but tell the truth honestly.

Against this background, Tsotsi represents the real face of South Africa. It is the very normal story for an ordinary South African. To some, even this movie do not show the worse.

Politicians and society leaders together with the public have enthuasticaly welcomed Tsotsi’s bringing Oscar to South Africa without questioning, let alone doubting, it. Newspapers and TV commentators emphasised the role that Tsotsi could play globally: to advertise the country. However, one point is always missed. The movie, yes, advertises the country but in a bad way. If anyone sees this movie will re-think to come to South Africa for tourism purposes, where tourism is one of the fastest growing sectors and South African government pay too much attention to develop it. People must remember the influence of the Midnight Express, a movie that portrays Turkey in a very negative way. Although the movie was made in 1978, it is very interesting to see that people, mostly those who have never been to Turkey, still ask about this movie today. Even in South Africa I came across personally that people know Turkey the way it is shown in the Midnight Express. In that regard, Tsotsi’s long-term influence would be negative on South Africa. In general, Africa as a continent has been already equated with negative perceptions (AIDS, poverty, malaria etc.) for global society and ordinary people in the East and East alike; and after Tsotsi’s wide-screening globally, it would just contribute (or even support) to this existing negative image of Africa at large and South Africa in particular, I am afraid. Especially in the ahead of World Cup 2010 which will be hosted by South Africa, one needs to ask how many people might change their minds to come South Africa. In Tsotsi, there are some scenes that are really threatening. At the beginning of the movie, the scene where Tsotsi and his friends kill a man in a train is really perplexing. To add salt to the injury, the indifference of people in the train is worse. If we take into account the fact that during the World Cup, most of the visitors would be relying on train for transportation, this movie is unlikely to contribute positively on South African tourism.

The other interesting (perhaps contradicting) point is that South Africa itself has trying to create a positive image of Africa for last a couple of years, through the NEPAD project, re-awakening of the African Union (AU), and G-8 meetings. In today's world, no one can underestimate the influence of media on the people's perception, positively or negatively. It would be interesting, I guess, to wait and see the clash between a self-made Midnight Express of South Africa (Tsotsi) and a self-picked up role to depict Africa positively in South African foreign policy discourse.astly but not least, winning Oscar is good and attractive, but in the long run the movies that portrays any country negatively might be an obstacle rather than part of solution, as Turkey experienced by the Midnight Express for more than two decades.

South Africa Today: State Order Versus Social Instability

When Nelson Mandela walked out as a freeman on 11 February 1990 after serving 27 years in prison, most of the people were in the sense of expectation that a civil war would broke out. It did not happen, but until 1994 when real political power transformation took place from white minority to black majority, the small versions of such clashes did happen. So-called civil war, by contrast to expectations, mostly took place among blacks, namely historically Zulus’ party Inkatha Freedom Party (IFP) and African National Congress (ANC), not between whites and blacks. The period of transformation – 1990/1994- witnessed not only contradictions and rumours, but also miracles. Contradictions was the fight among blacks, the rumours were the support of white minority group to IFP to trigger the peaceful transformation. The miracle was of course the leadership that has been shown by Mandela and other ANC leaders. Today’s South Africa is still facing the dilemma of miracle, rumours and contradiction. The only difference is the players.

The term ‘apartheid’ in political literature means more than ‘separation’. Thanks to South African history, apartheid entered the political philosophy as a political system like democracy, totalitarism or fascism. After apartheid ended in 1994, last 12 years of transformation in South Africa had brought little in economic conditions of poor, and service delivery to townships. Government with all his good intention are still lacking behind the expectation. As is well-known, political transformations does not mean automatically economic and psychological transformation. Political power is important but a slippery one. It initiates projects but none can guarantee that it will see the end. After 12 years, South Africa has been figuring out its place in global politics, role in Africa and possible contribution to. South African society psychologically due to historical legacy is quite disoriented. Racism (positively or negatively) is still the most single defining factor in many ways. Different groups (Indians, blacks, whites, coloureds, etc) do still live in their own ghettoes that was created during apartheid era. Social barriers are still quite strong. Cross-racial marriage or interactions are still limited to working environment.

Corruption, HIV/AIDS pandemic and unemployment could be defined as main problems that South Africa is dealing with today. Unemployment rate ranges between %26 and %40 depending on which statistic you choose to rely. The number of people who live with HIV/AIDS is officially five million, unofficially ten million out of 43 million total populations. With this number, South Africa has the biggest AIDS population in Africa, globally only competing with India. Corruption is like a political tradition in African politics. Especially after independence, African countries have raced in two things: getting aid from global donors and corrupting it. This was especially the case for first generation leaders who took their countries to independence. The second-generation leaders seem more careful in using public money and serving the society. Though such leaders are small in number, they are more influential in international and local political context. Old generation leaders and ‘those old in heart and mind’ have thought that politics is a business, and being politician is seemed as merely an employment for that matter.

The corruption-HIV/AIDS context, South Africa has had its most high-profiled judgment recently. President Thabo Mbeki fired Former Deputy President Jacob Zuma in 2005, because the latter having found a ‘generally corrupt relations’ with his ex-financial adviser by the Durban High Court. While this high profile corruption case is waiting to take its course in June-July, the nation has shocked by another incident that linked to the same person, Jacob Zuma. An old friend’s daughter who has HIV issued a rape case against Zuma. Even though the court concluded that Zuma is found ‘not guilty’ on 9 May 2006, during the court proceedings the largely white-dominated media has cartoonized a high-profiled Zuma basing their arguments on rape and HIV.

Psychological and mental imprint of apartheid history on South African society are quite vivid. As is the case in all colonial societies, South Africa’s psychological and mental liberation are still on the way. Far from having new, indigenous and local intellectuals, the society is battling to find solutions for deep-seated problems. Although, there is an increasing group of intelligentsia who are ready to re-define South Africa from many perspectives, the number of them and most importantly the influential ones are few. This nascent group is different from those who become influential after the independence in colonial countries in Africa. The group are, to a large extent, more preoccupied with Africa than South Africa. They deeply believe in African Renaissance- the rhetoric that has been favoured by Thabo Mbeki of South Africa. In that field of transformation, there can bee seen huge hope for future, which might re-define Africa’s role in global politics in coming years in general.

While South Africa consolidated internal politics during Mandela presidency (1994-1999), after Mbeki elected it developed and implemented more rational and long-term oriented policies internally and externally. Internally government engaged a huge redistribution of wealth process between historically advantaged whites and historically disadvantaged blacks. Black Economic Empowerment and Affirmative Action have been the pioneering plans in this regard. It is not necessary to go into details but it is fair to say that there is many controversies related to these a plans. Highly respected people in the society such as Desmond Tutu, who won also Nobel Peace Prize, are very critical and saying it serves only a small group of people rather than entire society. South African president Thabo Mbeki’s brother Moeletsi Mbeki has become more critical by saying South African state is ‘a distributing state rather than productive one’.

Overall South African society and government have been dealing with to transform society. ‘Transition’ took place in 1994, but ‘transformation’ is still taking time, it seems it will take more. Economical, mental and social injustices are the words to define South African society. On the one hand, there is a strong government with a strong economy, on the other, a weak society and social economy in terms of social conditions prevails. One is a timely-bomb; the other is the engine of Africa. The imbalances between state and society is something to watch carefully in South Africa, because unless a balance is created, South Africa will be living on the verge of crisis and social disorder.

Zur Zukunft Ostturkestans

Ostturkestan ist ein Ort voller Konflikte, der in der muslimischen Welt viel beweint, für den jedoch herzlich wenig getan wird. Auch im Westen weiß man wenig über die Hintergründe der Probleme der autonomen chinesischen Provinz. So entsteht der Eindruck, dass diesem Problemfeld wenig Beachtung geschenkt wird. Auch wenn sich die ostturkestanische Diaspora im Ausland weitestgehend organisiert hat, so ist sie dennoch weit davon entfernt, eine realpolitische Herangehensweise zu entwicklen, um Einfluss auf die Heimat ausüben zu können. Auch wenn dieses Phänomen einer Erläuterung bedarf, möchten wir uns in diesem Artikel mit den Problemen Ostturkestans auf politischer und strategischer Ebene beschäftigen.

Ostturkestan liegt nordwestlich von China. Mit der Hauptstadt Xinjang beträgt die Zahl der muslimischen Bevölkerung von Ostturkestan ca. 20 Millionen. Durch die bewusste demografische Politik Chinas wurden in den letzten Jahren zahlreiche chinesische Bürger in dieses Gebiet gebracht, um so die eigentliche uigurische Bevölkerung zu einer Minderheit zu degradieren und etwaige Unabhängigkeitsbestrebungen zu verhindern. Im Zuge dieser Politik werden Uiguren dazu ermutigt, aus diesem Gebiet auszuwandern. Die Bevölkerung darf sich politisch nicht zusammenschließen. Zudem werden ihr viele Freiheiten abgesprochen. Der Lebensstandard wird durch die schlechten wirtschaftlichen Bedingungen verschlimmert. Aufgrund des niedrigen Bildungsniveaus der Bevölkerung sowie der Auswanderung qualifizierter Fachkräfte sieht die Zukunft Ostturkestans nicht gerade rosig aus. Gar von einer Assimilation der Bevölkerung ist die Rede. Unter Beachtung dieser allgemeinen Rahmenbedingungen ist es möglich, die Probleme in Ostturkestan im Zusammenhang von aktuellen politischen Ereignissen in China zu analysieren.

Es wurde bereits darauf hingewiesen, dass Ostturkestan auf der internationalen Bühne keine Relevanz hat. Doch es ist noch schlimmer: Global betrachtet ist Ostturkestan einem allgegenwärtigen Desinteresse ausgeliefert. Der Grund hierfür ist nicht nur, dass sich niemand in einen Konflikt mit China begeben möchte; Staaten oder internationale Organisationen sehen in China einen starken Handelspartner und wollen nicht ohne weiteres dieses Bündnis riskieren. Damit wird die Zukunft Ostturkestans vollständig in die Hände Chinas gelegt. Viele Staaten betrachten China als potenzielle Investor und Unterstützer auf dem globalen Markt. Auf der anderen Seite spielt zweifellos die bewusste Benennung der Unabhängigkeitskämpfe Ostturkestans als Akt des „Terrorismus“ eine wichtige Rolle. Die USA und sogar Europa sehen in Ostturkestan kein Menschenrechtsproblem, sondern ein innenpolitisches Terrorismusproblem. Doch sich mit dem Problem Ostturkestans zu befassen, bedeutet – wie man es auch angeht–unweigerlich eine Konfrontation mit China. Dem Desinteresse sowohl im Westen als auch in der islamischen Welt gegenüber dem Ostturkestan-Konflikt liegt hauptsächlich die „Angst“ vor dem Mythos des unaufhaltbaren Aufstiegs Chinas zugrunde.

Regional betrachtet hat Ostturkestan hauptsächlich zwei Probleme: die Benennung der Region und die Politik Chinas. Dass die Region bewusst „Ostturkestan“ genannt wird, wirft die Frage auf, wo sich denn West-Turkestan befindet. Die Unabhängigkeit Ostturkestans erscheint insofern als die einzig plausible Lösung, da sein Bruderland West-Turkestan ein unabhängiges Land ist. Dies spielt sowohl bei den Uiguren in diesem Gebiet als auch bei denjenigen in der Diaspora bei der Selbstidentifizierung eine wichtige Rolle. Auf der anderen Seite sieht sich China als der alleinige Herrscher in diesem Gebiet und möchte weiterhin seine Macht ausbauen und beibehalten. Die chinesische Benennung dieses Gebiets als „Xin Jiang“, was übersetzt „neue Grenze“ heißt, ist keinesfalls willkürlich gewählt. Damit wird darauf angespielt, dass diese Grenze auf alle Fälle verteidigt werden soll. Dies bringt eine gewaltsame Politik seitens Chinas mit sich, mit der jeder Unabhängigkeitsprotest gewaltsam erstickt wird.

Die Analyse der Problemzone Ostturkestan innerhalb der chinesischen Innenpolitik ist für die Zukunft der Region von immenser Bedeutung. Mit einem Wirtschaftwachstum von 12 Prozent im Jahr hat sich China als die mächtigste Wirtschaftsriese entpuppt. Dies bringt die Frage mit sich, ob China überhaupt von der Chinesischen Kommunistischen Partei oder doch vom internationalen Wirtschaftssystem beherrscht wird. Mit der Öffnung zur globalen Welt erlebt China jedoch auch eine Veränderung in der Gesellschaftsstruktur, die unter anderem zu einem Bruch in der Tradition führt. Auch wenn dies von Chinesen gerne übersehen wird, muss sich China mit dieser gesellschaftlichen Veränderung auseinandersetzen. China, das Land, dessen wirtschaftliches und politisches System kritisiert wird, verschiebt immer wieder die Lösung seiner hauptsächlichen drei Problemzonen: Taiwan, Tibet und Ostturkestan. Gerne wird die Realität in dieser Region manipuliert. Die Herangehensweise Chinas an diese Probleme ist eine gewaltsame. Durch die anhaltende Integration Chinas in das internationale Machtssystem ist zu vermuten, dass sich die chinesische Innenpolitik frühestens in 15 bis 20 Jahren stabilisieren wird. Daher ist davon auszugehen, dass sich China erst dann zu einer Auseinandersetzung mit den oben genannten Problemzonen heranwagen kann. So gesehen kann man in absehbarer Zeit keine zufriedenstellende Lösung für das ostturkestanische Problem erwarten.

Doch nichtsdestoweniger spielen die internationale Gesellschaft und die muslimische Welt in diesem Zeitraum eine wichtige Rolle. Auf weiter Sicht ist es angebrachter nach einer stabileren Lösung in Ostturkestan zu suchen, anstatt nur dessen Unabhängigkeit zu befürworten. Nichtregierungsorganisationen und Handelsunternehmen könnten dazu beitragen, dass soziale Identität und Selbstwertgefühl in diesem Gebiet geschaffen wird. Dies gewinnt insofern an Bedeutung, wenn man miteinbezieht, dass zahlreiche Exil-Uiguren nach ihrem Studium nicht den Heimweg zurückfinden. Es ist daher in dieser Hinsicht lebenswichtig, dass neue Führungspersönlichkeiten unter der nächsten Generation gefunden und so der Auswanderung qualifizierter Fachkräfte vorgebeugt wird. Unter Berücksichtigung des fehlenden Wissens über diese Region und der Stellung Chinas innerhalb der globalisierten Welt gewinnen die Potenziale der Nichtregierungsorganisationen in der Brückenfunktion zwischen Ostturkestan und der restlichen Welt immer mehr an Bedeutung. Was für eine Ostturkestan-Strategie?

Um die Unruhen in Ostturkestan zu analysieren, muss man diese Region sowie China kennen. Es ist jedoch eine Tatsache, dass es weder im Westen noch in der islamischen Welt ein Interesse akademischer oder politischer Natur gibt. Höchstens von einer emotionalen Verbundenheit kann gesprochen werden, woraus aber noch lange keine realistische politische Haltung entsteht. Um eine solche realistische Ostturkestan-Strategie zu entwickeln, müssen mindestens drei Gesichtspunkte beachtet werden.

Anhand des Vorgehens der chinesischen Regierung bei den Unruhen in der Provinz Xingijang wird deutlich, dass sie aus dem Konflikt mit Tibet gelernt hat und nun eine andere Herangehensweise an den Tag legt. So wurden Journalisten nicht nur in die Provinz gebracht, sondern ihnen auch die Orte der Unruhen gezeigt. Beim Konflikt um Tibet hatte die Regierung keine Journalisten zugelassen. Dies muss als ein Novum in der Geschichte Chinas gesehen werden, auch wenn nicht ganz erkennbar, weshalb die Regierung ein solches Vorgehen als notwendig befunden hat. Die naheliegendste Antwort scheint die zu sein, dass China hinsichtlich der Probleme Taiwan, Tibet und Ostturkestan nun grundsätzlich eine solche Herangehensweise bevorzugt. Die chinesische Regierung versucht die Unruhen als Konflikt zwischen zwei Bevölkerungsgruppen hinzustellen und somit die Unabhängigkeitsbestrebungen Ostturkestans zu verdecken. Die Region der internationalen Presse unzugänglich zu machen, hat den Konflikt nur aufgeschoben, aber keine Lösung herbeiführen können. Die Regierung scheint dies erkannt zu haben. Es kann als Zeichen für die Bereitschaft Chinas sich seiner Probleme anzunehmen, betrachtet werden.

Zweitens muss festgehalten werden, dass die chinesische Regierung zum ersten Mal ein internes Problem der Weltöffentlichkeit zugänglich machte. Dies kann als Folge der internationalen Öffnung Chinas gesehen werden. Dieser Umstand dürfte vor allem in der islamischen Welt mit der Vorstellung aufräumen, dass man aufgrund der chinesischen Diktatur keine Einflussmöglichkeiten in Ostturkestan habe. Die Ostturkestan-Prüfung der islamischen Welt hat erst neu begonnen. Deshalb muss gerade in diesen Tagen, in denen die Büchse der Pandora geöffnet wurde, eine neue Ostturkestan-Strategie entwickelt werden. In diesem Sinne sind die Absichten und Bestrebungen der Öffnet externen Link in neuem FensterOrganisation der Islamischen Konferenz (OIC) das Interesse der Weltöffentlichkeit auf den Konflikt zu lenken, als wichtiger Schritt zu bewerten.

Als drittes ist für eine neue Strategie auch eine neue Herangehensweise erforderlich. Denn eine angemessene Herangehensweise – und dies muss klar gesagt werden – hat die islamische Welt bisher nicht entwickelt. Die emotionale Herangehensweise, Ostturkestan als ein unter der „chinesischen Unterdrückung“ leidendes Gebiet zu sehen, hat die Thematisierung und Konfliktlösung eher verhindert. Gestützt auf diese Wahrnehmung wurden weder in Europa noch in der Türkei realistische Lösungen entwickelt.

Es ist nun Zeit diese nahezu romantische Herangehensweise aufzugeben und realistische Ansätze zu entwickeln. Einer der wichtigsten Schritte auf diesem Weg ist es, unsere Beziehung zu Ostturkestan nicht über die Exil-Uiguren zu bestimmen, sondern uns des Problems direkt anzunehmen. Dasselbe gilt hinsichtlich China. Dies könnte zu dem Ergebnis führen, dass der realistische Ansatz entwickelt wird, welcher von den Exil-Uiguren nicht entwickelt wurde.

Um den Bedrängnissen ein Ende zu machen, sollten die schmerzlichen aktuellen Ereignisse als Anlass genommen werden, um dem Konflikt auf die internationale Bühne zu verhelfen und eine bleibende Lösung herbeizuführen.(am)

Doğu Türkistan’daki olaylara nasıl yaklaşılmalı?

Son gunlerde Doğu Türkistan'da yaşanan olayları analiz etmek önce bu bölgeyi ve Çin'i bilmeyi gerektiriyor. Ancak su bir gerçek ki İslam dünyası ve Batı'da bu ilgini hem akademik hem de siyasi anlamda son derece sınırlı. Duygusal olarak Doğu Türkistan'a yakınız ama bu yakınlık gerçekçi siyasete dönüşemiyor. Gerçekci bir Doğu Türkistan stratejisi için soruna en az üc temel noktadan yaklaşmak gerekmektedir.

Sincan şehrinde yaşanan katliamın bize öğrettiği birincil nokta, Çin`in önceki yıllarda yaşanan Tibet tecrübesinden son derece önemli dersler çıkardığı ve tamamıyla farklı bir siyaset izlediğidir. Tibet olayları sırasında bölgeye hiçbir gazetecinin girişine izin vermeyen Çin yönetimi, Doğu Türkistandaki olayları görmek isteyen gazetecileri bölgeye götürmekle kalmamış olayların yaşandığı yerleri bizzat gezdirmiştir. Bu pozitif durum Çin tarihinde bir ilk olarak görülmelidir, fakat Çin`in neden böyle bir strateji izlediği sorusu hala yanıt bulmuş değildir. Ama en mantıklı görünen açıklama, Çin`in Tibet tecrübesinden sonra temel olarak sahip olduğu üc temel soruna (Tayvan, Tibet ve Doğu Türkistan) yönelik olarak yeni bir söylem oluşturma niyetidir. Doğu Türkistan örneğinde bu nokta kensidisini yaşanan son çatışmaları iki ırk arasındaki basit iç çatışmalar olarak gösterip, Uygurların bağımsızlık söylemlerini yok etmeyi amaçlamaktadır. Bölgenin dış basına kapatılıp izole edilmesi tarih boyunca Çin`e zaman kazandırdıysa da aslında sorunun özüne yönelik hiçbir çözüm getirmemiştir. Çin yonetimi bu durumun farkına varmış gözükmektedir. Çin zihniyeti ve stratejisi açısından ise bu durum Çin`in kendi sorunlarına yönelik olarak insiyatif almaya başladığının bir işareti olarak görulebilir.

İkinci olarak belirtilmesi gereken nokta, Çin ilk defa bir iç sorunu dış müdahalenin yanı başının mudahil olmasına izin verdi. Bu en basitiyle Çin`in uluslararası alana açılmasının doğal bir sonucu olarak yeni gelişmekte olan sistemdeki gevşekliği göstermektedir. Bu durum özellikle İslam dünyasında yaygınlık kazanmış Doğu Türkistanda iş yapılmaz çünkü Çin diktatörlüğü cezalandırır fikrini yıkmalıdır. İslam dünyasının asıl Doğu Türkistan testi yeni başlamaktadır. Tam da pandoranın kutusunun açıldığı şu dönemde, sivil toplum örgütleriyle, gazeticeleriyle, işadamlarıyla ve uluslararası kamuoyu oluşturma kanallarıyla yeni bir Doğu Türkistan stratejisi geliştirmek gerekmektedir. Türkiye`nin yaşanan olayları Birleşmiş Milletler ve Opens external link in new windowİslam Konferansı Örgütü (İKÖ) üzerinden uluslararası alana taşıma niyeti ve çabası bu noktada önemli bir adım olarak görülmelidir.

Üçüncü olarak vurgulanması gereken nokta yeni bir strateji için yeni bir söylemin aciliyetidir. Şunu belirtmek gerekir ki İslam dünyasının Doğu Türkistan üzerine ciddi bir söylemi hiç olmadı. ‘Çin zulmü’ olarak basitce ifade edilen ve olayı etraflıca araştırma ve değerlendirme yerine ucuz söylemler üzerinde oluşturulan duygusal söylem aslında sorunun çözümünün önündeki en büyük engeldi. Yıllardır Avrupa ve Türkiye`deki Doğu Türkistan diasporasının da bu tür söylemlerden nemalanarak olaya hiçbir zaman gercekçi yaklaşmadığı burada özellikle vurgulanmalıdır.

Zaman Doğu Türkistan üzerine sahip olduğumuz romantik söylemleri terk ederek yeni ve gerçekci bir bakış açısı yakalama zamanıdır. Bu konuda atılması gereken en önemli nokta bizlerle Doğu Türkistan sorunu arasında Uygur diasporası aracılığıyla oluşturulmuş olan suni bağı yıkarak, sorun ile doğrudan ilişkiye girmek gerekir. Aynı durum Çin için de geçerlidir. Bunun doğal bir sonucu olarak belki de Doğu Türkistan diasporasının oluşturamadığı söylemin oluşturulmasının önü açılabilir.

Sonuç olarak Doğu Türkistanda yaşayan müslümanların yıllardır çektiği sıkıntıya bir son vermek için son yaşanan acı gelişmeleri bir fırsat olarak değerlendirmek ve konunun uluslararası gündeme geldiği şu dönemi iyi değerlendirip, cözüm için kalıcı adımlar atmak gerekmektetir.

Doğu Türkistan'ı tanıyor muyuz?

Doğu Türkistan'da yaşanan olayları analiz etmek için önce bu bölgeyi ve Çin'i bilmeyi gerektiriyor. Ancak İslam dünyası ve Batı'da bu ilginin sınırlı olduğunu kabul etmemiz gerekiyor. Duygusal olarak Doğu Türkistan'a yakınız ama bu yakınlık gerçekçi siyasete dönüşemiyor.

Son günlerde Sincan şehrinde yaşanan katliam ve provokasyon olaylarıyla bir kez daha ortaya çıktı ki, Doğu Türkistan meselesi İslam dünyasında duygusallığın yüksek fakat gerçekliğinin son derece az olduğu ve bu sebeple de 'gerçek' anlamda ihmal edilen nadir sorunlardan birisidir. Doğu Türkistan diasporasının bir çok Avrupa ülkesinde ve Türkiye'de örgütlenmiş olmasına rağmen sorunla ilgili olarak izah edici, söz söyleyici ve hatta belirleyici bir söylem üretemedikleri soruları önümüzde durmaktadır.

Doğu Türkistan, Çin'in Kuzey-Batısı'nda bulunan ve yaklaşık 20 milyon Müslüman'ın yasadığı tahmin edilen bölgenin adıdır. Bölgede son yıllarda Çin'in uyguladığı Çinlileştirme politikaları sonucu bölgeye birçok Çinli yerleştirilmiş ve Çin demografik olarak bölgenin bağımsızlık ihtimalini düşürmek için özellikle bölgeye gidecek Çinlilere karsı bir 'pozitif ayrımcılık' politikası izlemektedir. Doğu Türkistan bölgesi, siyasi örgütlenmenin yasak olduğu, özgürlüklerin sınırlandığı ve en önemlisi ekonomik olarak yaşam şartlarının her geçen gün kötüleştiği bir geleceğe sürüklenmektedir. Doğu Türkistan, eğitim seviyesinin düşüklüğü ve her geçen gün yaşanan 'beyin göçü' sayesinde geleceği belirsiz ve hatta asimilasyon süreciyle karşı karşıyadır. Ana hatlarıyla bu şekilde özetlenebilecek Doğu Türkistan meselesini güncel siyasi kontekste oturmak hem bölgeyi daha iyi anlamak hem de geleceği üzerine düşünmek için en temel yol olarak görülmektedir. Her meselede olduğu gibi Doğu Türkistan konusu küresel, bölgesel ve Çin'in iç işleri acısından ele alınması gerekmektedir.

KÜRESEL BAKIŞ SORUNLU

Küresel anlamda Doğu Türkistan meselesine herhangi bir ilgi yok. Fakat sorunun geleceği acısından daha da vahim olanı bölgede bir sorun yokmuş gibi davranılmasıdır. Akademik ilgisizliğin yanında siyasi ve ekonomik ilgisizliğinde her gecen gün derinleşmesi Doğu Türkistan'ın geleceğini bir nevi Çin'in eline bırakmaktan başka bir şey değildir. Küresel anlamda ilgisizliğin kuşkusuz en temel sebebi herhangi bir uluslararası kurum, kuruluş ya da devletin Çin'i karsısına almak istememesidir. Özellikle küresel olarak ekonomik anlamda etkisini her geçen gün arttıran Çin, birçok devlet tarafından potansiyel yatırımcı ve projelere destekçi olarak görülmektedir. Konunun bir diğer boyutu ise meseleye son yıllarda artan söylem olan 'terörizm' üzerinden yaklaşılmasıdır. Amerika ve Avrupa'nın bile konuyu bir insan hakları meselesi olarak değil fakat küçük bir iç terörizm meselesi olarak görmesi 11 Eylül sonrasi (t)üretilen söylemin Doğu Türkistan üzerindeki tipik bir yansımasıdır. Küresel anlamda Doğu Türkistan meselesiyle ilgilenmek, hangi açıdan bakılırsa bakılsın, doğrudan Çin'le ilgilenmek ve hatta onu karsısına almaktır. Hem İslam dünyasındaki hem de Batıdaki karar alma merkezlerindeki ilgisizliğin temel sebebi Çin'in önlenemeyen yükselişi mitine karsı beslenen 'korku' ve biraz da bilgisizlikten kaynaklanmaktadır.

ÇİN'İN DOĞU TÜRKİSTAN ALGISI

Bölgesel acıdan konuya yaklaşıldığında olayın iki temel boyutu vardır: Adlandırma ve Çin zihniyeti. Bölgenin 'Doğu Türkistan' olarak adlandırılması ister istemez 'Batı Türkistan' neresi sorusunu gündeme getirecek ve 'Batı Türkistan'ın bağımsız olduğu günümüzde 'Doğu Türkistan'ın da bağımsız olmasının normal ve doğal görüldüğü bir bakış güçlenmektedir. Bu zihni/psikolojik altyapıyla büyüyen nesillerin bağımsızlık taleplerini her geçen gün daha güçlü dillendirmeleri, 'bağımsızlık' harici çözüm yollarını tıkamaktadır. Aynı şekilde Çin zihniyetinin olaya yaklaşımı da bölgede Çin egemenliği haricinde bir çözüm yolunu en başından tıkamaktadır. Çin zihniyeti ve isimlendirmesinde bölgenin adi Xin Jiang yani 'yeni sınır bölgesi/alanı'dır. Özellikle yeni vurgusu, korunması, muhafaza edilmesi ve hatta özel ilgi gösterilmesi gereken bir yer anlamında kullanılmakta ve Çin zihniyeti için burası son derece önemli görülmektedir. Dolayısıyla bu şekilde bir zinhi yaklaşımın bölgede yükselen bağımsızlık taleplerine karşı sert ve son derece acımasız davranması beklenilen bir durumdur.

Doğu Türkistan meselesinin Çin'in iç siyaseti acısından analizi bölgenin geleceği için önemlidir. Çin son yıllarda her yıl yaklaşık yüzde 12 civarında bir büyüme ile dünyanın en hızlı büyüyen ekonomisi konumundadır. Özellikle ekonomik ve siyasi idare sisteminin tartışıldığı günümüzde Çin, temel olarak sahip olduğu üç sorunla yüzleşmeyi mümkün olduğunca ertelemeye çalışmaktadır: Tayvan, Tibet ve Doğu Türkistan sorunları. Çinli yöneticilerin dikkat dağılımı ve manipülasyon olarak kullanılabilecek bu üç soruna karşı yaklaşımları doğal olarak çok sert ve şiddet içerikli olmaktadır.

Çin'in günümüzdeki uluslararası sisteme entegrasyonu devam ederse, Çin'in iç siyasi yapısında belirli bir dengeye ancak 15-20 yıllık süreçte gelebileceği ve ancak bu süreçten sonra Doğu Turkistanla beraber Tayvan ve Tibet meselesiyle ilgileneceği beklenilmelidir. Bu ilgilenme sorunları bir şekilde kalıcı çözüme kavuşturmak şeklinde olacaktır, ki bu bölgelerin tam entegrasyonundan bağımsızlığına kadar her opsiyonu içerisine barındırmaktadır. Bu açıdan bakılınca Doğu Türkistan meselesinde yakın gelecekte bir çözüm beklemek hayal gibi gözükmektedir. Fakat uluslararası toplum ve özellikle de İslam dünyasına bu tarihi süreçte son derece önemli bir rol düşmektedir. Sosyal ve bireysel özgüvenin azaldığı, eğitimsizliğin ve fakirliğin kendisini her geçen gün öne çıkardığı Doğu Türkistan bölgesi için bugün yapılabilecek en mantıklı/kalıcı çözüm sadece Doğu Türkistan'ın bağımsızlığı sloganı arkasına sığınmak değil, orta vadede sorunun nihai çözümüne katkı yapacak temel göstergeler üzerine çalışmaktır. Sivil Toplum örgütleri ve firmaların bölgede yapacakları projeler hem bölgedeki 'özgüven' ve 'sosyal bilinci' geliştirecek hem de orta vadede Çin'e karşı gücünü artıracaktır. Özellikle eğitim amaçlı yurtdışına çıkan birçok Uygur'un bir daha geri dönmedikleri göz önünde bulundurulduğunda, sivil toplum örgütlerinin bölgedeki yapacakları projeler daha da önemlidir. Yeni nesil liderlerin yetişmesi ve beyin göçünün engellenmesi bölge için hayati önem taşımaktadır.

Ankara Prioritises African Cooperation

Recent years have seen an increasing interest by Turkey in developing stronger relations with the African continent. Beginning in 1998, this was at first tentative, but has been more aggressively pursued since 2005. Turkey declared 2005 “the year of Africa”, with Prime Minister Recep Tayyip Erdogan visiting several African countries, becoming the first Turkish prime minister to visit a country south of the equator. This process culminated in the first ever Turkey-Africa Cooperation Summit in August 2008, in Istanbul, with the participation of representatives from 50 African countries.

Ankara’s keen interest was underlined by President Abdullah Gul, who stressed the importance of Turkey-Africa relations when he visited Kenya and Tanzania in February 2009. Furthermore, he declared that Turkey will be the spokesman for Africa at the UN during its non-permanent Security Council membership for 2009-2010. Underlying Turkey’s approach to Africa is a multidimensional foreign policy through which Turkey aims to develop both economic and political relations with various regions and continents across the globe. This policy was partly initiated in 1998, but it owes its sophistication and coherent implementation to the ruling Justice and Development Party, in power since 2002, and the foreign policy brain of Ahmet Davutoglu, the recently appointed Foreign Minister.

Africa is considered to be an important part of Turkey’s economic and political diversification. Turkey has decided to open 15 new embassies in Africa, in addition to the 12 it already has on the continent, more than doubling the density of its diplomatic representation in Africa. Ankara is also interested in developing relations at the institutional level in order to make this relationship deep-rooted and long lasting. Turkey obtained observer status in the African Union in 2005, which declared it a strategic partner in January 2008. In May 2008 Turkey joined the African Development Bank and has strengthened its relations with the Intergovernmental Authority on Development in East Africa and the Economic Community of West African States.

The Turkish International Cooperation and Development Agency has opened offices in Addis Ababa, Khartoum and Dakar, supporting development projects in their respective regions. Trade volumes with its African partners have more than doubled from $5.4bn in 2003 to over $12bn in 2007. Yet with a total trade volume of almost $300bn, current trade levels with African countries are not that significant. The target is to reach a trade volume of $30bn with Africa by the end of 2010.

African reactions to Turkey’s initiative have so far been a mixture of mild expectation and confusion. Following China and India, the question of why Turkey has shown what some consider an unexpected interest in the continent still does not have a clear answer for its African partners. Nevertheless, the fact that Turkey does not have a colonial background on the continent and an emphasis on equal partnership is welcomed and has created optimism about the future. Turkey’s Africa openings are expected to deepen over the coming years. They key challenge, however, lies in the mutual lack of knowledge and familiarity between the two parties, coupled with general uncertainty regarding how best to further relations.
